Governor Patrick Lucey established the Commission on State-Local Relations and Financing Policy in October 1975. Also known as the Wallace Commission for chair Harry L. Wallace, the governor charged the panel with the responsibility for investigating, examining and evaluating the relationship between the state of Wisconsin and local governments, their system of providing and financing public services and the role of the property tax and other taxes, the number and structure of taxing jurisdictions, and the administration of tax and financing policies. The commission issued its recommendations to the governor and the Legislature in January 1977. The report firmly endorsed the equalization goals of Wisconsin's shared revenue program and recommended further study of alternative formulas to provide greater equalization and property tax relief.
