Partnership Design for Metropolitan Governments

Balancing livability with competitiveness is a challenge facing many metropolitan governments. This report summarizes objectives and strategies that metropolitan governments around the world use to pursue livability and competitiveness and explores partnerships between governments and non-governmental organizations to provide services. The Expiration of the Multi-Fiber Arrangement: An Analysis of the Consequences for South Asia

Prepared for a select group of  U.S. government agencies interested in issues of trade and South Asia by Ashe Haté, Shisir Khanal, John Larsen, Paul Smart, Romina Soria and David Zanni

The authors examine the political economy of the textile and garment sectors in India, Pakistan, Bangladesh, Sri Lanka and Nepal to determine the consequences of the expiration of the Multi-Fiber Agreement. The authors find that India and Pakistan are likely to benefit, while Nepal is likely to suffer. The expected effects on Bangladesh and Sri Lanka are ambiguous. Presentation slides

Reducing Sexual Harassment and Gender Discrimination: Recommendations for the Mexico City Police Department

Prepared for Democracia, Derechos Humanos, y Seguridad by My Linh Do, William James Schmitt, Julia Larscheid Styles, Hsiu-Ching Wang, Zachary Joseph Wincek and Amber Elizabeth Zeddies

To reduce sexual and gender discrimination, the Mexico City Policy Department could strengthen existing enforcement mechanisms, establish a legitimate external oversight body and encourage creation of female support networks, this report suggests. Presentation slides

Analysis of a Local Sales Tax in the City of Milwaukee

Prepared for the Budget and Management Division of the Department of Administration of the City of Milwaukee by Carrie Hoback, Michael OCallaghan, Alan Paberzs, Allison Schill, Samuel Wayne

The City of Milwaukee faces the question of how to finance public services without increasing property tax rates. The authors analyze whether a city sales tax is sound public policy. The analysis addresses the challenges associated with levying a local sales tax. Presentation slides

Wisconsins Manufacturing Machinery & Equipment Tax Exemptions: A Framework for Analysis

Prepared for the Wisconsin Department of Revenue by Alison H. Bergum, Pr Jason Engle, Michael A. Goodman, Sarah A. Maguire and Amanda M. Rogers

This report explores Wisconsin's machinery and equipment property and sales tax exemptions. The authors estimate that the value of exempt M&E is $16.5 billion, more than the Department of Revenue's estimate of $11.9 billion. The report includes an analytical framework to assess the impact of the M&E exemptions on state economic development. Presentation slides

Older People, New Problems: Implications for Long-Term Health Care in Wisconsin

Prepared for the Wisconsin Joint Legislative Council by Stephanie Caucutt, Andrea Hoekman, Tori Key, Melissa Schmidt, Hilary Shager and Natalie Walleser

As Wisconsin's population ages, with an expected 90 percent increase in the number of people 65 and older from 2000 to 2030, demand for long-term health will increase. This report examines informal caregiving, Wisconsin's major community-based long-term care options and ideas for alleviating the workforce shortage in long-term health care. Presentation slides


Evaluation and Analysis of Madison's Development Review and Permitting Process

Prepared for the City of Madison by Lisa Beane, Amber Edwards, Kimberly Herb, Yo Yo Park, Jennifer Schuh and Caitlin Skinner

Project evaluates the City of Madison's development review and permitting processes and analyzes practices of other cities' development and permitting processes. The authors use the most successful reforms from other cities to inform recommendations for implementing change in Madison, which might assuage criticism that Madison is not friendly to business. The city Economic Development Commission reviewed and formally endorsed these recommendations. Presentation slides
