Governor Jim Doyle charged the Task Force on State and Local Government to make recommendations regarding shared revenue, state-local governance and
regional economic growth. After meeting six times in 2002, the task force, also known as the Sheehy commission for chair Tim Sheehy, called for more cooperation and greater efficiencies among local governmental units. It recommended regional tax-base growth sharing; modernized tax incremental financing for metropolitan and rural use; a link between shared revenue growth and the percentage of state budget growth; greater shared revenue equity; the use of shared revenue to reward sharing of services; and delivery of public services based on improved function rather than political lines.
