Conference Advisory Board
In the early stages of planning the Environmental Law in a Connected
World conference, La Follette School Professor Graham Wilson convened an
advisory board to ensure many voices are heard during the proceedings.
This board represents the Wisconsin Senate, the Wisconsin Assembly, each
political party, the business sector and environmental activists. The
group helped draft conference goals, suggested speakers, outlined a
format and spread the word among their constituencies. Special thanks go
to Sen. Neal Kedzie, Sen. Mark Miller (then a member of the Assembly),
Pat Schillinger of Wisconsin Paper Council and Steve Hiniker of 1,000
Friends of Wisconsin for serving on the board.

- American Transmission Company
- American
Transmission Company owns, operates, plans, monitors and maintains the
electric transmission system in much of Wisconsin, the Upper
Peninsula of Michigan and a portion of northern Illinois.
American Transmission Company's 8,900 miles of high-voltage
transmission lines and 450 substations provide communities with
access to the local and regional energy sources they need to
keep the lights on.
- Center for World Affairs and the Global
Economy, University of Wisconsin-Madison
- The Center for World Affairs and the Global Economy (WAGE) brings together scholars from economics, political
science, public policy, sociology, business, law, and other
fields to study new issues related to the management of the
global economy and to share international expertise with
Wisconsin's businesses, government and the public. WAGE
organizes and funds university events, faculty research,
graduate education and public outreach related to the
consequences of and challenges posed by economic globalization
and its governance.
- European Union Center, University of
Wisconsin-Madison
- The construction and deepening integration of the European
Union is one of the most significant political and economic
phenomena of our time. The European Union Center works to improve understanding of the European Union as a
complex, evolving governance system and international actor; to
enhance awareness of the growing importance and widening scope
of relations between the European Union and the United States;
and to promote intensified “people-to-people” links among EU and
U.S. residents.
- Global Legal Studies Initiative,
University of Wisconsin-Madison
- The Global Legal Studies Initiative promotes the understanding of
international, transnational and comparative legal systems,
processes and regimes. A joint project of the Law School and the
Office of International Studies and Programs at UW-Madison, the
initiative supports research in international legal studies,
organizes workshops and conferences, expands connections with
scholars and institutions in the United States and overseas,
deepens links with other campus programs, and shares expertise
with constituencies in Wisconsin and worldwide.
- Governor Jim Doyle
- When Jim Doyle became the 44th governor of Wisconsin on Jan. 6,
2003, he inherited a $3.2 billion deficit and worked with the
Legislature to balance the budget while holding the line on
taxes. In addition to fiscal responsibility, his goals include
creating jobs, expanding access to health care and investing in
children. Through his “Grow Wisconsin” agenda, Doyle has worked
to bring Wisconsin out of recession, and the state has shown the
fastest rate of recovery in the Midwest. His regulatory reform
initiative is the most aggressive in the Midwest, especially
with regard to permit streamlining. On April 16, 2004, he signed
Green Tier legislation at the Georgia Pacific Co. in Green Bay,
saying it “rewards companies that set the bar above the rest.”
- Institute for Legal Studies, University
of Wisconsin-Madison
- The Institute for Legal Studies fosters the interdisciplinary study and
teaching of law
by supporting its faculty, connecting to other campus
departments and cultivating a worldwide network of scholars. The
institute acts as a catalyst and facilitator for independent and
collaborative research on sociolegal topics that faculty and
graduate students carry out. It supports related studies in
dual-degree graduate programs and in the undergraduate Legal
Studies Program.
- Ira and Ineva Reilly Baldwin Wisconsin
Idea Endowment, University of Wisconsin-Madison
- The Ira and Ineva Reilly Baldwin Wisconsin Idea
Endowment provided the initial funding for Environmental Law in a
Connected World. This conference is part of a broader research
project, Wisconsin Style: New Approaches to Regulator
Innovation, that the Baldwin endowment is funding. Led by La
Follette School professor Graham Wilson, Wisconsin Style works
with legislators, state agencies, environmental groups, business
organizations and others to re-invent and create
approaches to regulatory reform that draw upon best practices
from nations around the world. The goal is to produce higher
levels of environmental performance through collaboration and
cooperation, rather than through the top-down adoption of rigid
laws, regulations and taxes. Wisconsin Style exemplifies the
spirit of the Baldwin endowment to advance the Wisconsin Idea
through the development of new and innovative initiatives, as
well as enhance existing outreach activities.
- Multi-State Working Group Policy Academy
on Environmental Management Tools
- The Multi-State
Working Group on Environmental Performance is a state-driven
organization that convenes government, non-government, business
and academic interests to conduct research, promote dialogue,
create networks and form partnerships that improve the
environment, economy and community through public and private
policy innovation. The Policy Academy on Environmental
Management Tools is a MSWG program. With help from The Joyce
Foundation, the academy provides information on environmental
management systems and other tools to pursue environmental
performance and sustainability.
- Printing Industries of Wisconsin
- Organized in 1886, Printing
Industries of Wisconsin has helped its members grow and prosper to
achieve national and world recognition. Members of many sizes
benefit from a range of Printing Industries of Wisconsin
services that befit a nationally significant center of printing
excellence. Printing Industries of Wisconsin will build on that
record of service by supporting its members’ participation in
progressive environmental initiatives like Green Tier. In 2004,
the organization supported an environmental innovation
fact-finding trip to Bavaria. Printing Industries of Wisconsin
members belong to the Printing Industries of America and the
Graphic Arts Technical Foundation.
- Robert M. La Follette School of
Public Affairs, University of Wisconsin-Madison
- The Robert M. La Follette
School, which organized the 2005 Environmental Law in a
Connected World conference, connects world-class research and
teaching to outreach activities that touch residents across the
state, throughout the nation and around the world. The Wisconsin
Legislature founded the school in 1984 as successor to the
Center for the Study of Public Policy and Administration. Named
to honor one of the state’s greatest residents, the La Follette
School embodies the “Wisconsin Idea,” the concept that the
boundaries of the university extend to the borders of the state
and beyond. The La Follette School, its faculty and its staff
practice the Wisconsin Idea through teaching, research,
conferences, books, media appearances and interviews,
publications and congressional hearing testimony — from the
University of Wisconsin-Madison’s Bascom Hall to the halls of
Congress.
- Wisconsin’s Dairy Gateway Project, funded
by The Joyce Foundation
- The Dairy Gateway
Project is an example of farms and environmental partners
working together to develop grassroots networks to promote
profitable dairy farms and quality communities in northeast
Wisconsin. The project engages local stakeholders to develop a
vision that ultimately can be validated through Green Tier
agreements to produce a sustainable dairy region with neighbors
who join to do good things for the environment. Local leadership
is through the Lakeshore Natural Resources Partnership. The
Wisconsin Agriculture Stewardship Initiative is the statewide
leader, working with the Wisconsin departments of Natural
Resources, and Agriculture, Trade and Consumer Protection. The Joyce
Foundation provided seed funding.
- Wisconsin Department of Natural Resources
- The Wisconsin Department of Natural Resources is responsible for the protection and management of Wisconsin’s
natural resources. Its programs address air and water pollution
and solid waste, but it also oversees forestry, wildlife, fish
and endangered resources. The DNR is pursuing innovative ways of
achieving superior environmental performance, testing new ideas
and forming a regulatory reform partnership with Bavaria. This
led to the Green Tier law. DNR Secretary Scott Hassett has
stated the need for a Phase Two of environmental law and used
his Innovation Stakeholders Group as a sounding board for new
ideas.

- Wood
Communications Group is a full-service communications, public relations
and opinion research firm. It specializes in the design and
implementation of integrated strategic programs to advance the
mission, objectives, relationships, issues and initiatives of
its clients. Wood Communications Group’s fields of expertise
include strategic planning and communication needs assessments
(audits), crisis and issues management, public opinion research,
community relations, media relations, government relations and
investor relations.
